Felix was selected by Brown and Caldwell Constructors to be a critical mechanical contractor on their Construction Manager at Risk project to provide new, complete and fully operational Bio-Gas Co-Generation engine generators and ancillary equipment at the Roberto Bustamante WWTP, Haskell Street WWTP, and Fred Hervey Water Reclamation Plant.
Our scope included equipment installation, sitework, electrical, instrumentation and auxiliary improvements. The facilities were in operation 24 hours a day, so Felix had to cooperate fully with the Owner’s personnel and operators, other projects that may have been ongoing at the sites, and forces of all other agencies engaged in the relocation, altering, or otherwise rearranging the facilities which interfered with the progress of the work, and schedule the work so as to minimize interference with said other work. Tie-ins to existing lines and facilities had to be scheduled with the Engineer and plant personnel in a way that precluded the shutting down of any process unit. Some of the plants were quite old and existing utilities were not always clearly marked or known at all. Precise and careful excavation (much by hand) was necessary to maintain a fully functional plant during construction and avoid emergency shutdowns.
