Felix served as the Construction Manager at Risk for the City of Kingman to perform design phase assistance and complete construction services for the expansion of the Downtown Wastewater Treatment Plant.
The original Wastewater Treatment Plant, which served the City of Kingman, was built in 1972 and was unable to consistently produce B+ quality effluent as required per their AZPDES discharge permit.

Technologies and Features
Construction of the new plant was phased so that the area originally occupied by the northern-most lagoon would be reclaimed and used for construction of the new MBR (Membrane Bioreactor) WWTP. The facility’s fringes are protected from flood by an existing berm. The east berm protects the WWTP from the wash. Reconstructing the embankment for flood protection of the new facilities, and construction of a multi-barrel box culvert, required obtaining a CWA 404 permit. The new WWTP consists of headworks, biofilter for odor control, secondary process, ultraviolet light disinfection, aerated sludge holding and belt filter press dewatering of biosolids, and auxiliary systems such as stand-by generator, plant water system, and a 50 kW photovoltaic system installation (the cost of which was partially offset by funding through the Renewable Energy Credit Purchase Program). During the 60% design review, our VE efforts produced over $1.5M in savings in order to keep the project within budget.
