Felix was selected as the prime Job Order Contractor for this 1 year Water/Wastewater JOC contract by the City of Peoria and had the contract extended two times for an additional 2 years each due to excellent performance.
The City of Peoria, AZ has a need for constant improvements, upgrades and rehabilitation to their water and wastewater facilities. Job Order Contracting offers the City the ability to “pre-qualify” a Prime Contractor and negotiate labor and equipment pricing up front. Then, when a need arises within their system, they can issue a Job Order to the contractor and have a high quality and cost effective solution in less time and often for less money than traditional Design-Bid-Build (AKA Low-Bid) methods.
Preconstruction Services: Conceptual Cost Estimating, Design Assistance, Scheduling, Value Engineering, Long Lead Procurement.
Construction Services: Mechanical, Civil, Structural Concrete, Electrical, Equipment Installation
Technologies and Features
The contract scope includes work at three types of facilities:
Water Treatment & Water Production Facilities: Design and construction of new facilities and rehabilitation of existing water treatment plants, booster stations, reservoirs, and any other water related facilities. Scope for these jobs includes all excavation, structural, electrical, mechanical, control and SCADA.
One of the Job Orders was the construction of a 60kW solar system and related site and building improvements for implementation of solar power production at the Beardsley Wastewater Treatment facility.
Water Reclamation & Sewer Collection Facilities: Design and construction of new facilities and rehabilitation of existing water reclamation facilities, lift stations, and other sewer related facilities. Scope for these jobs includes all excavation, structural, electrical, mechanical, control and SCADA.
One of the Job Orders issued to Felix included a $366,000 rehabilitation of a steel water reservoir.
Well Sites: Design and construction of wells, and rehabilitation and repair of well sites. Scope for these jobs includes all excavation, structural, electrical, mechanical, control and SCADA, and other functions that are required such as; electrical, paving and concrete needed to provide fully completed projects.
Because this JOC expired in April 2013 (after being renewed the maximum 2 times) the City of Peoria released a new RFP for JOC Services and again selected Felix Construction as a prime JOC Contractor for another 5 years.
